Well, we are almost at the last house, and we are still moving downward. We have now at least made it to the shins. Aquarius, the normal ruler of this house, rules that area.
Why does it rule the shins? Well, I suppose in some ways it symbolizes the "Gemini" of the legs in the sense that it takes two pillars to support the legs. It also symbolizes "tribes" or "groups" or humanitarian values.
Whereas Gemini is a more immediate connection to one's brother or sister, Aquarius is a tribal contact so it tends to mean something broader than just your brothers or sisters. You can have strangers who are part of your tribe, for instance.
Likewise, Aquarius appertains to both water and electricity. Think "storms" which contain both lightening and fluid in the form of rain.
We hear a lot about Aquarius since it is the age that is coming "into being". Out with the old "Age of Pisces" and "in with Aquarius" is the basic want. People believed it was happening in the 1960's, although one could make the case that it has been happening since at least the 1820's. It all depends on what one wishes to see as being quintessentially "Aquarian".
The other thing that Aquarian people are known for is being well, weird. There is an eccentricity imparted to an Aquarius person because they are supposed to be finding their ideals. Ideals usually are not being clearly lived, and so an Aquarius often finds him or herself at odds with the civilization in which they live. Certainly, they get many interactions with people, but then one wonders if all that people love is really worth it for an Aquarius. For some the answer is probably yes, whereas for others the resounding answer is surely no. Either way, we have to move on to the final astrological house--the Twelfth.
